The land of a land holder in respect whereof the land revenue specified in the inventory as referred to in Section 14 is due may be withheld by the Land Revenue Office unless and until the remaining land revenue is paid up or the land is auctioned off to recover the arrears. Provided that, the land holder may cultivate the land so withheld as usual.
